Vega head locking up

Installing a new v16 and Vega head and I have had the head unit freeze a few times.
Radio is ok, these are pretty early units. Just getting to the install now.
Had to pull the fuse / power it down to get it to respond.
Also the right hand rortery knob is super touchy and flips between settings often.
Is there a firmware update that may help these issues?
Or does this sound like a hardware issue that will need repair / replacement.

Tried to update the Vega head but it is not seen by the mglvegacontrol program.
With a serial program I see the initial OK, but the I get a constant stream of lines like:
$PMRR230000056
And similar.

Same test rig was able to update the radio just fine.

That means the Vega is not seeing the reply to the "OK" and is configured for one of the Gamin protocols so it starts to send data.
The response to the "OK" is ESC (character 27 decimal) followed by the text "PROG". If the Vega sees that it will respond with "#" and wait for a command (the actual application will not start and there is no further data being sent unless requested by the update program.
