ECB D9

I am installing a string of 3 ECBs. I believe I am clear on most things except the wiring of the PWR+ pins on the D9 connectors
The manual says "Note: Supply current for ECB will be taken either from the breaker input terminal or the supply pin 4 on the D9 connector depending on which voltage is the higher."
I find this confusing because I assume these pins would be connected directly from the Master Bus, just like the main input terminal posts. So they should be electrically identical and I can't see how one would have a higher voltage.
What am I missing here? If not the Master Bus, where should D9 pin 4 be wired from and what fuse should protect it?
