Stratomaster Velocity RPM spike

My rotor and engine rpm tends to spike from 100% to 1000-1500. This only happens at on the high side of the rpm. Do anyone have recommendations on how to stop the spikes? One person suggested that I place a resistor on it. Haven’t tried it yet.
