I have an ecb where I used breaker 1 and 2 to control the landing lights and utilize the wig wag function. All the breakers on this ecb used micro switches to turn the breakers on and off. I reconfigured the ecb so that all the breakers were always on thus acting like conventional breakers. Breakers 1 and 2 will not turn on when power is applied but the other 6 do. The dip switches are set correctly.
Any ideas on what the problem may be?

Wigwag is controlled via the EFIS wigwag function. It has three states: off - wigwag - on.
It's not going to wigwag on its own.
Note that the breaker switches must also be ON for both (usually in this case you would strap them "on" permanently but you can also go through a switch).
