I have just read your post, here is something that comes to mind.
I can see you have made other settings in the RPM setup Menu, but have you also set the number of pulses in the RPM setup menu.

Go through your EFIS menu system and find the heading Time Setup or something similar, enter new Date and time, then go into the Hobbs Meter setting and enter your hours, make sure you press enter and save your changes.
